AVIATION DIRECTOR OF INFORMATION SYSTEMS

NATURE OF WORK

This is highly responsible management and administrative work in planning, organizing and directing the activities of the Aviation Division of Information Systems.

Work involves responsibility for the administration and direction of automation and telecommunication activities for county owned airports and related facilities. Develops strategies for the implementation of shared tenant computer, software, and telecommunication services for airlines, concessions and other service providers. Position incumbent is responsible to ensure cost efficient and effective data processing and telecommunications support to all divisions and facilities of the Aviation Department, and to provide strategic planning to promote and enhance airport operations. Assignments are received in the form of broad policy statements. Work is performed independently with general supervision by an administrative supervisor. Performance is reviewed periodically through conferences and written reports and results.

ILLUSTRATIVE TASKS

Administers the Aviation Department's Information Systems and Telecommunications programs; directs through subordinates the planning, scheduling and coordination of divisional activities; develops policies, procedures and priorities to meet established goals.

Develops, implements and maintains a comprehensive technology, automation and telecommunication program for all airport facilities and Divisions; ensures successful integration of new methods and technologies with existing application systems.

Develops, implements and maintains strategic, fiscal and capital improvement plans for the Division.

Plans for and assures the acquisition, installation and operation of computers, software and telecommunications systems required for the effective and efficient operation of Aviation airports and facilities.

Develops policies and procedures for the use of shared tenant services related to computer and communications technologies owned by the Aviation Department.

Prepares and monitors Division budget and prepares special reports as required.

Represents the County before community groups, service organizations and civic committees to promote the development and use of airport facilities.

Attends conferences and public and professional meetings.

Performs related work as required.



KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of current developments in the fields of data information and telecommunication technology.

Thorough knowledge of the principles and practices of public and business administration.

Thorough knowledge of applicable County, State and Federal laws, rules and regulations pertaining to division operations.

Knowledge of principles of airport management and airport data and telecommunications systems.

Ability to plan, organize and supervise, through various levels of supervisors the work of subordinates in a manner conducive to full performance and high morale.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.

REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four-year college or university with major course work in business administration, computer science, or related field; six (6) years experience in airport automation and telecommunication management; four (4) years high level supervisory and administrative experience; or any equivalent combination of relevant training and experience.
