NATURE OF WORK
This is a highly responsible professional position requiring supervisory, engineering and administrative skills to assist in directing the activities of the Airport’s Expansion Program, and directly supervising Project Management and Engineering Sections.
Work involves assisting the division director in the planning, design and construction of capital projects for the Aviation Department. Employee in this class supervises professionals involved in airfield and terminal capital projects. Assignments are received from the division director in the form of broad instructions or general program objectives. Employee assists the director in preparing engineering surveys, cost estimates and analysis efforts and coordinates these activities with appropriate consultants and supervisors and with construction and planning activities within the division. Work is performed with considerable independent judgment within established guidelines. Performance is reviewed periodically through conferences and written reports.
ILLUSTRATIVE TASKS
Assists division director in developing and implementing divisional policies, procedures, and programs; makes policy recommendations; develops program goals and objectives.
Plans, directs, and supervises the activities of professionals and administrative staff.
Assists division director with planning, design, and construction of airport systems; provides design services on all airport engineering projects through staff efforts or consultant services; provides project management.
Confers with county officials, contractors, vendors, civic leaders and the general public regarding divisional operations; addresses public groups, attends professional meetings.
Serves as Acting Director in absence of the director.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Thorough knowledge of the current principles, practices and procedures as applied to design and construction of airport systems.
Considerable knowledge of all federal, state and local regulatory requirements applicable to engineering.
Considerable knowledge of the principles, practices, and procedures for organization, management, and administration of public agencies.
Ability to supervise subordinates engaged in all facets of engineering, project management, and contract administration.
Ability to understand and administer contract documents.
Ability to evaluate plans and designs of airport systems, including long-range planning.
Ability to communicate effectively, both orally and in writing.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.
REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited four (4) year college or university with major course work in civil engineering or related degree; six (6) years progressively responsible professional experience in airport design and project management including four (4) years supervisory and administrative experience; or any equivalent combination of training and airport experience.
NECESSARY SPECIAL REQUIREMENT
Registration as a Professional Engineer in the State of Florida.
SPECIAL NOTE
In those instances in which a registered engineer signs any document for the County in the performance of his/her regular work, that employee shall be accorded such protection and immunity from any lawsuit as a result of his/her conduct within the scope of his/her employment to the extent provided by law.
