AVIATION SECURITY MANAGER

NATURE OF WORK

 

This is responsible professional and administrative work assisting in the planning and directing of a comprehensive security program for the County‚Äôs Aviation Department.  

 

Work involves managing airport security efforts to ensure the airport complies with Transportation Security Administration ( TSA) regulations and requirements and other applicable governmental regulations.

 

Position incumbent manages the security office staff, compliance and contractual functions and serves as a liaison with TSA representatives, airline and tenant representatives.

 

Assists in drafting all required security plans.

 

Assignments are received in the form of general verbal and written instructions. Work is performed under the supervision of an administrative superior. Performance is reviewed through conferences and written reports.

 

 

ILLUSTRATIVE TASKS

 

Assists the Airport Security Director with management and enforcement of the Airport Security Program in accordance with applicable state and federal regulations.

 

Coordinates development and implementation of internal Security office operating procedures and related policies and rules and ensures distribution of Airport Security Program policies, guidelines and other related materials to tenants and employees. Reviews and updates policies and procedures as required, to maintain compliance with federal guidelines.

 

Manages day to day airport security related programs and services including security contractual service agreements, security identification badges, security training, Lost and Found program and related security programs.

 

Represents the aviation department and security director at various meetings and activities involving federal agencies, airlines, tenants, and other groups regarding security and operational issues.

 

Acts as a liaison with air carrier station managers and tenants and contractors to ensure compliance with TSA/FAA regulations, related federal security program guidelines and County policies.  

 

Assists Fort Lauderdale-Hollywood International tenants as appropriate in meeting established security requirements.

Serves as a liaison with the Florida Department of Law Enforcement (FDLE), Bureau of Customs and Border Enforcement, Transportation Security Administration and all other agencies regulating security within the airport.

 

Reviews, analyzes, interprets and maintains security related statistical and programmatic records and reports. Prevents security violations and problems by identifying potential security concerns, collecting and analyzing data on trends and patterns, reviewing security and inspection reports and formulating alternatives to address trends and concerns.

 

Performs other related work as required.

 

 

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of federal, state and local regulations applicable to airport security.

 

Thorough knowledge of applicable regulations, administrative and procedural requirements pertaining to area of responsibility.

 

Thorough knowledge of airport operations and FAA/ TSA regulations and airport security requirements.

 

Knowledge of airport facilities and layout.

 

Ability to read and interpret building plans, site plans, development plans, aerials, and specifications relating to security regulation requirements.

 

Ability to recognize deviations from regulatory requirements and from established policies and procedures; takes appropriate action when necessary.

 

Ability to interpret and explain aviation security regulations, rules and procedures to airport tenants and users in a non-confrontational manner.

 

Ability to assign and supervise the work of staff performing security functions in a manner conducive to high performance and high morale.

 

Ability to analyze facts and exercise sound judgment.

 

Ability to carry out complex oral and written instructions.

 

Ability to express ideas concisely, both orally and in writing.

 

Ability to initiate and manage administrative programs and procedures and to evaluate their effectiveness.

 

Ability to exercise judgment and discretion in establishing, applying and interpreting policies and procedures.

 

Ability to communicate effectively, orally and in writing, and to submit reports and maintain regulatory records.

 

Ability to make public presentations as a representative of the department.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, color, religion, age, gender, ethnicity, disability, sexual orientation, marital status or political affiliation.

 

 

REQUIRED EXPERIENCE AND TRAINING

 

Graduation from an accredited four (4) year college or university with major course work in business, public administration, aviation management, law enforcement or related field; six (6) years experience in airport security management or airport operations, a law enforcement agency or security services, or combination thereof, which must have included experience in aviation security, anti-terrorism procedures, and protection of airport assets; four (4) years experience in a supervisory capacity; or any equivalent combination of relevant training and experience.

 

 

NECESSARY SPECIAL REQUIREMENT   

 

Must possession of a valid Florida Driver's License.

Must be able to pass a criminal background check and obtain and maintain federally mandated security clearances for working at an airport.
