ASSISTANT REAL ESTATE OFFICER

NATURE OF WORK

This is advanced technical and supervisory work in the appraisal, acquisition and management of real public property .

Work involves the planning and scheduling of acquisition projects. Employees in this class supervise and train property agents, appraisers and other technical support staff. Work performed includes monitoring the progress of acquisition schedules and reporting to the director on the status of the work. Incumbent is responsible for all real estate closings prepared by subordinates. Work requires coordinating assignments and maintaining effective working relationships with other divisions and governmental agencies. Supervision takes the form of review of reports for achievement of desired results.

ILLUSTRATIVE TASKS

Plans, assigns and coordinates the work of subordinates in property appraisal, acquisition and management.

Supervises subordinate personnel in planning and directing negotiations for rental or disposal of surplus properties.

Supervises negotiations and the attainment of legal information for eminent domain suits; responsible for final approval of research before submission to County Attorney.

Maintains compliance with county, state and federal regulations within the area of assignment.

Reviews project parcel files for proper documentation.

Assists in conducting a continuous right-of-way in-service training program for subordinates.

Performs other related duties as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of real estate, legal instruments, and procedures used to convey property titles.

Thorough knowledge of the standard methods of real estate appraising and determining land value.

Thorough knowledge of the various sources of public recording of real estate information.

Considerable knowledge of the law and procedures pertaining to eminent domain.

Considerable ability to comprehend engineering construction plans for roadways and canals in order to determine right-of-way.

Ability to examine a title search and determine the parties of interest on record.

Ability to conduct tax search on public records.

Ability to plan, assign and supervise subordinate personnel.

Ability to express ideas orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.

REQUIRED TRAINING AND EXPERIENCE

Graduation from high school; six (6) years experience in real estate sales, appraisal or public land acquisition; or any equivalent combination of relevant training and experience.

NECESSARY SPECIAL REQUIREMENT

A valid Florida Driver's License is required.
